Storm Water Drainage and Sanitation Development Plan (DSDP) for Tanga City

The main objective of the assignment t is to develop the Drainage and Sanitation Plan for the City of Tanga (North of Tanzania) for the period 2020/2040. Tanga City has an overall area of about 500 km2 (Storm Water Drainage System) and a population of around 400 000 inhabitants (2040). 

Tanga is strongly affected by recurrent significant flooding and the sanitation system is composed of a very limited network in the City Center serving around 9% of the city population with the effluents being discharged into the Indian Ocean after a very simplified pretreatment. To meet the objective of the Plan it was proposed an overall set of solutions to cover all the identified areas subject to flooding (including main rivers, and urban infrastructures) as well as to extend the sanitation service and treatment to the estimated population of 2040 including onsite and offsite solutions.

After a comparison (considering technical, economic, environmental and social aspects) of the proposed interventions, it was selected the priority ones were developed at a level of Conceptual Designs. The Terms of Reference for the Construction Works corresponding to these Conceptual Designs were also developed.

The main services provided are:

- Survey and assessment of existing infrastructures (Drainage and Sanitation);

- Hydrologic and climatologic Analysis (considering Climate Changes influence);

- Establishment of a hydraulic/hydrological model;

- Establishment of a drainage plan and corresponding economic analysis;

- Analysis of existing sanitation infrastructures;

- Development of new sanitation infrastructures;

- Proposal of interventions and technical, economic, environmental and social comparison;

- Selection of priority interventions;

- Development of Conceptual Designs for the priority interventions;

- Topographical survey of the areas subjected to Conceptual designs;

- Environmental and Social Impact Assessment of proposed solutions;

- Terms of Reference for the Detailed Design and Construction Works of the interventions developed at Conceptual Designs.
