NATIONAL IRRIGATION PROGRAMME (PNI)

The development of the National Irrigation Program (NIP) included:

- Inception Report;

- A detailed inventory and mapping of the existing irrigation projects, infrastructured land and irrigation potential areas based on river basin and development corridors approach;

- A detailed database as per deliverable:

- The National Irrigation Program (NIP) focusing on irrigation development scenarios, including an appropriate investment framework and action plan;

- and Institutional development needs/plans for the National Irrigation Institute (INIR) including a regulatory framework for the irrigation sub-sector.

The development of Mozambique's National Irrigation Programme (PNI) included three phases:

Phase 1

Determination of the existing irrigation areas, as well as areas with infrastructure. The information was recorded in a Geographic Information System (GIS);

Determination of irrigation areas. The areas that are not available for agricultural development were excluded, such as forests, conservation areas, industrial areas, etc.

In the areas available for agricultural development, the soil was analyzed to determine its suitability for irrigated agriculture.

Phase 2

Development of the National Irrigation Programme, subdivided into four sub-phases:

- prioritisation of irrigation areas (multi-criteria analysis considering technical, socio-economic and environmental criteria);

- development of scenarios;

- definition of the pre-investment framework;

- and preparation of the action plan.

Phase 3

Determination of institutional requirements and the Institutional Development Plan for the INIR including a regulatory framework for the irrigation sub-sector.

Services provided involved several fields of expertise such as: Agronomy, irrigation, hydraulics, hydrology and water resources, economics, institutional development, environment and Geographic Information Systems (GIS).
